LEGISLATIVE UPDATE:
HB 29676 (the CTE Director’s house bill requesting funding) has passed the House Education Committee. It is now on the Calendar and Rules Committee’s agenda for Tuesday, April 1, at 8:00 a.m. This is the next step in the approval process. If it passes on Tuesday, it will immediately be placed on the House Caucus agenda. The bill has not come before the Senate Education Committee. Once it is passed there, it will need to go through the same process to be passed. It will be required to pass both houses and then go to the finance committees before funding is approved.

HB 4169 is a bill coming before the House Special Initiatives Sub-Committee on Wed. April 2 at 12:00. This bill allows and exception to the CTE Class Size Restrictions for CTE academies. Which means CTE academies will not have to adhere to the CTE class size restriction of an avg. of 20. The committee chairperson is Rep. John Mark Windell. The committee members can be found at the second website below by accessing House, then Committees, then Sub-Committee, then Special Initiatives.

House Bill 2976 and Senate Bill 3282
1. What are we asking for?
$10 million recurring funds
2. Justification!
A strong and productive Career Technical Education program is an integral part of Economic Development in Tennessee.
3. How will new funds be utilized?
Funds to be used for program improvement, including upgrading equipment to current industry standards, expanding current programs to encompass innovative practices and maintenance to guarantee students have opportunities to attain industry certification and or diplomas in a an associate or baccalaureate degree program of study.
Funds may also be used to improve local CTE leadership positions, preparation and professional development.
All funds will be reverted back to the local systems.
4. Who will determine how funds are to be distributed and utilized?
The Guidelines will be developed jointly with representative with the Tennessee Department of Education, CTE Division and the Tennessee Directors of Career Technical Education.
5. How will the effective use of funds be monitored?
On a yearly basis, reports will be given to the Division of CTE of the measure of success and accountability.
An annual report will be given at the Legislative Breakfast.
6. What is the justification for this reoccurring funding source?
In the 1970’s and the early 1980’s funds were cut from the CTE budget and channeled into training for the Nissan plant. These funds have never been replaced. A dollar just isn’t what is used to be. Today it would take $44,400,000.00 dollars to equal the buying power of the $15,000,000.00 cut from the budget during this time. We are only asking for $10,000,000.00.

Today President Bush released his proposed budget for Fiscal Year (FY) 2009. The budget includes $52.9 billion in discretionary funding for the Department of Education, the same level appropriated by Congress for FY2008; it eliminates all funding for the Carl D. Perkins Career and Technical Education Act (including the Perkins Basic State Grant, Tech Prep, and National Programs) and eliminates 44 other programs at a total cost of $3.2 billion. Numerous other education and workforce programs are reduced or level funded, see ACTE’s funding chart for more details.
